Horizon began with a simple belief: that adults with learning and physical disabilities deserve a real home - somewhere they feel safe, valued and free to be themselves. From those beginnings, we've grown into a respected provider working closely with families, social workers and local authorities across South Wales.
Today we operate two welcoming homes - Riverside House and Woodlands House - each led by experienced managers and supported by warm, well-trained teams.

David & Rachel Townsend
David Townsend — Director & Responsible Individual
David is an experienced social care entrepreneur, with a background in accessibility consultancy, inclusive employment and building person-centred organisations.
Rachel Townsend — Director & Registered Manager
Rachel is a qualified Social Worker with a background in managing a social work team and having experience in hands-on care in residential settings. Her career within the social sector provides strong insight into commissioning processes and local authority needs, supporting effective engagement with stakeholders.
Together, David and Rachel bring a unique blend of fun, passion, family values, professionalism, and a shared commitment to excellence. As a husband-and-wife team, they combine David's entrepreneurial vision and strategic leadership with Rachel's extensive social work and care management experience. Their family-centred approach shapes the warm, welcoming culture at Horizon, where people are treated with dignity, compassion, and respect. United by a genuine passion for helping others, they are dedicated to creating a service where every individual feels valued, supported, and empowered to live their very best life.
Amber Singh

Amber Singh
Amber has been with Horizon since 2018, filling a number of roles within the organisation and progressing from Key Worker to Team Lead in 2026. She brings a wealth of experience and an exceptional eye for detail to her role. Amber plays a vital part in the day-to-day leadership of the service, overseeing medication management, staff inductions, and contributes to the implementation of best practice across the service. She supports the team to maintain high standards of care, ensures policies and procedures are followed, and helps embed a culture of accountability, learning, and continuous improvement. Amber's dedication, knowledge, and commitment to excellence make her an invaluable member of the Horizon leadership team.
